A Rising Menagerie
Tucked into into the hills and craggy coast of Chadersaerd Bay are a collection of city-states, each a unique mixture of the cultures that surround them.
Though they were all once part of one of the other large states in Sai, over the last 200 years they have fought for independence, shirked off each others attempts at dominance, and carefully crafted a series of alliances and networks that increasingly tie the menagerie together to mutual benefit. Can this motley set of cities find a way to defend themselves from the endless set of threats that seem intent on ripping them apart? Or will one city dominate the rest? Or maybe... all will shatter in the end?
POLITICAL ECONOMY
There is no single governing style or economic policy in the C.C.S. aside from nominal free-trade agreements and an external alliance of mutual defense. The city-states are left to govern, influence, and bully each other however they see fit. While there are dozens of city-states, these are the most influential over the region:
